Weird World: unhappy with penis enlargement surgery, man sends doctor a letter bomb

A man pleaded guilty to weapons of mass destruction charges for sending a mail bomb to a Chicago surgeon he said botched his penile enlargement surgery, though his attorney questioned whether the charges fit the offense.
Brett R. Steidler, 25, of Lancaster County, mailed the explosive device because he was ‘extremely unhappy with the results’ of the $8,000 surgery. But Steidler alerted authorities before the bomb arrived and it was retrieved from the mail and disarmed.
His attorney said Steidler is mentally ill and noted the difference between the roughly 2-year sentence for mailing a letter bomb and the 8-year sentence for using a weapon of mass destruction. ‘You shouldn’t group this guy with people who drive truck loads of explosives to buildings or gather anthrax or do things for political reasons.’

JEEZ, I never knew there was a crime on the books called mailing a WMD. What is that - sending a nuke through the mail? What the f? The war on terrorism is getting out of hand.

I'm quite confused about this.
Is this really true? What sort of WMD can be mailed in a letter? Do any one know?

I've found it now so don't bother about it:

"Feb. 10, 2005: Steidler manufactured an explosive device using black gun powder, a carbon dioxide cartridge, a 9-volt battery, a model rocket igniter and dental floss
He placed the device in a jewelry box and mailed it to the Chicago clinic with a return address of a Methodist Church in Warren, Ohio."

But I can't see why this is a weapon of mass destruction any way. I thought that had to be a nuclear bomb.
